Since 2003, Dr. Bryan Lohmar, formerly of USDA/ERS, worked with his MOST counterpart, Dr. GAO Zhanyi, and other researchers in the United States and China on a variety of studies looking at water pricing policies, irrigation technology adoption, irrigation district management reforms, groundwater management policies and how these policies affect water use, crop production, rural incomes and agricultural trade. In 2008/9, collaborators from multiple research institutes in the United States and China synthesized various published work conducted under this research program in a draft report on China’s water scarcity and irrigation policies, and the effects of these policies. This report will be published by USDA/ERS in 2010.
